LEAGUE RULES
Rules for the 2026 Season
GENERAL RULES
Players may move up to an older division but may not move down to a younger division.
All team rosters must be submitted at the scorekeeper’s table before each game.
Any coach or player ejected from a game must leave the gym within one (1) minute. Failure to
comply may result in a forfeit.
Officials and gym attendants will complete an incident report and submit it to the League
Coordinator, who will determine any disciplinary action.
Profanity, vulgarity, and misconduct of any kind will not be tolerated. Players, coaches, parents,
guardians, and spectators may be ejected from the gym and surrounding grounds.
Any coach involved in a fight will be suspended from coaching for the remainder of the season.
7. Harassment and Intimidation
Foul language, intimidation, or harassment of players will not be tolerated. Parents and offenders
may be removed from the gym.
8. Unsportsmanlike Conduct Toward Officials
Coaches who repeatedly object to officials’ decisions may be ejected from the current game and
suspended for the team’s next scheduled game. Pursuing officials or making profane remarks
may result in indefinite suspension.
9. Alcohol and Drug Policy
Any coach, player, or team representative found consuming alcoholic beverages or illegal
substances before or during a scheduled game will be suspended for the remainder of the season.
Any team using an ineligible player will forfeit all games in which that player participated.
Any situation not specifically covered in these rules will be decided by the League Coordinator
or Gym Attendant, whose decision will be final.
Teams must have matching uniforms no later than one (1) week after the start of league play.
Uniforms are only required to consist of matching shirts or jerseys with clearly visible six-inch
(6”) numbers on the back. Full uniforms, including matching shorts, are encouraged but are not

Teams that do not have uniforms may purchase league-approved uniforms directly through the
13. Team Registration / Free Agents Welcome
Complete teams are encouraged to register together; however, individual players (free agents)
are also welcome to register.
The league will make every effort to place free agents on existing teams or create new teams
when enough players are available.
Placement is based on roster availability and the number of players registered.
The league will not organize or host official team practices.
Coaches and teams are responsible for arranging and conducting their own practices
PLAYING RULES
Only players who have completed registration and paid the league fee may participate. No
additions are allowed unless approved by the league office.
• 6U Division: Two (12) twelve-minute halves, running clock
• 8U Division: Two (14) fourteen-minute halves, running clock
• All Other Divisions: Two (16) sixteen-minute halves, running clock
The clock stops during timeouts and during the final two (2) minutes of the second half. Officials
may stop the clock for injuries or unusual delays.
If a team leads by fifteen (15) or more points during the final two (2) minutes of the second half,
the clock will continue to run except during timeouts.
5. Free Throw Distances• 6U Division: Volleyball back line
• 8U Division: 36 inches behind the midpoint between the volleyball back line and the free
• 10U and 12U Divisions: Regulation free throw line
Teams may begin a game with four (4) players but must have a fifth player by the start of the
second half. If a team still has only four players at halftime, the game will be forfeited.
After a team’s second forfeit, the league may remove the team from the league without refund.
Each team is allowed two (2) timeouts per half.
In overtime, each team is allowed one (1) timeout.
Unused timeouts from regulation do not carry over into overtime.
If the score is tied at the end of regulation, one three-minute (3-minute) overtime period will be
If the game remains tied after overtime, the game will continue in sudden death format. The first
team to score will be declared the winner.
Only one (1) coach may stand during the game.
One assistant coach may be on the bench but must remain seated except during timeouts.
Parents and spectators are not permitted in the bench area.
BASKETBALL SPECIFICATIONS
• 6U and 8U Girls: 27.5 youth basketball
• 8U Boys, 10U Boys and Girls, 12U Boys and Girls, 14U Girls, 16U Girls, and 18U
Girls: Size 28.5 women’s basketball• 14U Boys through Varsity Boys: Size 29.5 regulation men’s basketball
FULL COURT DEFENSE (PRESS)
Full-court pressing is allowed throughout the game unless a team leads by fifteen (15) or more
points.
The leading team may resume pressing once the lead is reduced below fifteen (15) points.
6U Division: Full-court pressing is not permitted. Defensive players must remain behind the 10-
foot volleyball line.
SUBSTITUTIONS
Open substitution is permitted in all divisions.
Coaches are responsible for managing and distributing playing time fairly.
TECHNICAL FOULS
A player receiving a technical foul must sit out for five (5) minutes of playing time.
A second technical foul results in removal from the remainder of the game and suspension for
the next scheduled game.
SPORTSMANSHIP
At the conclusion of every game, all players and coaches must line up and shake hands
regardless of the outcome.
PROTEST PROCEDURE
Judgment calls by officials may not be protested.
To file a protest regarding rule interpretation:

A $80.00 protest fee must be submitted.
The protest must be filed by 4:30 PM on the next business day.
If the protested game is played on Friday or Saturday, the deadline will be the following
Monday.
5. If the protest is upheld, the protest fee will be refunded.
AGE ELIGIBILITY CHALLENGES
Any player suspected of exceeding the division age requirement may be reported to the Gym
Attendant or game official.
A ruling will be made before the player’s next scheduled game.
PENALTY FOR USING ILLEGAL
PLAYERS
Any coach who knowingly uses an illegal player, along with the player involved, may be
prohibited from participating in future City of Brownsville Parks and Recreation Department
leagues, sports, or activities.
